Make no changes to the specification.
      Respond with:
      1) Correlation across activities is more important than actual time.
      2) Time zone is really guidance only.
      3) Accuracy field is available just in case.
      4) There is not a well established standard for time zone identification.

      Description

      [coel-comment] Section 5.2.4 "When"
      From Michael Douglass in email
The use of a UTC offset and UTC values is very problematic.

Timezone rules change frequently in many parts of the world and this can make it very difficult if not impossible to determine what local time an event occurred if insufficient information is stored.
