      Description

      In RPE we have a SHALL against the DE:
      "Notify Service Providers if they believe that their store of Behavioural Atoms contains DIPI". Paul notes: Are we sure that this does not create an accountability on the data engine? Could this be a ‘MAY’? I agree and have removed it for now replaced by this issue for later. The real trick in the DE knowing that there is or isn't DIPI somehow encoded in the extension fields.
