Add function operator/reasignDevice (DeviceID to ConsumerID)

This was once suggested and dropped and the was assignment was done it was no longer needed. However, the spec has evolved and I believe we still need it.

However, it should be treated as a High Risk operation and therefore requie approval from the service provider. See operator/forgetConsumer for the pattern.
