      Behaviour of the Data Engine in exceptional circumstances:
      1) Bit-identical Atoms are overwritten in the Data Engine if posted multiple times, i.e. the Data Engine is a set not a bag.
      2) Dump Atoms with invalid or missing CoelitionID.
      3) Dump or quarantine Atoms with other required fields missing.
