      Separate out the format definitions into a separate section and I have comments about the organization of those definitions.

      Section 3 is a mixture of normative and non-normative content. The "principles" for the knowledge base are clearly non-normative.

      However, section 3 also contains 3 distinct format definitions, which I suspect are normative.
