      Once a normative text is established, then write conformance clauses with reference to specific sections of that text. Which would include the requirements now hidden as semi-conformance clauses in 2.

      The conformance clauses of 6 Conformance are facially insufficient. Correctly written normative text is referenced by conformance clause to identify what particular requirements MUST, SHOULD, MAY be met by a given conformance target.
