      Description

      The draft as it stands makes no distinctions between normative or non-normative text. Further, it uses example (2) and sample (21) times. What is the status of either one?

      Normally examples or as you call them "samples" are non-normative.

      Distinguish normative from non-normative prose to make writing conformance claues easier.
