Use DocBook XSL 1.69.1 in htmlruntime directory for XML rendering

The latest 1.78.1 does not accommodate viewing XML in Safari and Internet Explorer, but it remains important for creating standalone PDF and HTML.

Since the "/htmlruntime" is intended for use for XML, use different versions of the library.
