Update stylesheets with new logo

Hi Ken,

The new logo file is:

<img border="0" src="https://docs.oasis-open.org/templates/OASISLogo-v3.0.png" alt="OASIS logo" width="306" height="63">

It has a slightly different size (aspect ratio?) compared to the current one:
<img border="0" src="https://docs.oasis-open.org/templates/OASISLogo-v2.0.jpg" alt="OASIS logo" width="250" height="55">

I see the current logo at .../db/spec-0.8/OASISLogo.png is currently using PNG, so I wouldn't expect any problems due to the PNG format.

Although there was some rumbling about modifying the color of the headings (currently the medium blue #446CAA), there is no change there, for now.

Is there a revised style guide incorporating the new livery?
