ebMS3 Part 2 MessageFragment header must be understood

      Add s11:mustUnderstand="1" to the examples in 4.2.3 and 4.3.1.

      In 4.2.2,  add a sentence:

      "The mf:MessageFragment header MUST be understood".

      Add s11:mustUnderstand="1" to the examples in 4.2.3 and 4.3.1. In 4.2.2,  add a sentence: "The mf:MessageFragment header MUST be understood".  

      Split / Join can only work if the receiver understands the MessageFragment headers.  

      Right now the examples don't have SOAP mustUnderstand headers
