Error EBMS:0053, HeaderMismatch is defined as:

The eb3:Message header copied to the fragment header does not match the eb3:Message header in the reassembled source message.

But different message fragments in a single group must also be consistent with each other, an MSH can check the values as fragments come in.

Also, the header is called eb3:Messaging, not eb3:Message
