ebMS3 Part 2 section 4.3 and 4.6, inclusion of fragment subelements in fragments

      Section 4.3.2 states for FragmentCount, CompressedMessageSize, MessageSize,

      "is specified then, if no previously received fragment specified a value for this element, the value is recorded for GroupId. Otherwise, the message is rejected
      and an error generated. "

      So, it is consistent with this that in case the values are set more than once for a fragment, they are rejected: EBMS 49, 45, 41 in section 4.6.

      But there are errors in 4.6 e.g. 0043:DuplicateMessageHeader, whereas it is not mentioned earlier in the spec that this header must only be included once.
