Security Errors reference "ebms" WSS header instead of default

The FailedAuthentication and FailedDecryption in section 6.7.2 of the Core Spec reference the WS-S header "intended for the "ebms" SOAP actor". Both errors however relate to signatures and encryption which are only included in the default security header.
