      When an ebMS3 message is not consistent with its PMode, an MSH can issue an EBMS:0003 error.

      A question arose in testing an AS4 product whether a Receiving MSH should accept or reject an AS4 message that does not compress its payloads even though the Pmode parameter PMode[1].PayloadService.CompressionType is set.

      Since the AS4 compression feature is defined as a SHOULD for the sending MSH, and as AS4 already notes that AS4 compression does not make sense in some cases, the receiving MSH should not reject a message in this case as an EBMS:0003 ValueInconsisten error.
