      An XML payload is a payload that has a media type that either

      1) Ends with the four characters "+xml"
      2) Has one of the following five media types:

      • "application/ATXML"
      • "application/xml"
      • "application/xml-external-parsed-entity"
      • "text/xml"
      • "text/xml-external-parsed-entity"

      It is stated:

      For XML payloads, an eb:PartInfo/eb:PartProperties/eb:Property/@name="CharacterSet" value is RECOMMENDED to identify the character set of the payload before compression was applied. The values of this property MUST conform to the values defined in section
      4.3.3 of [XML10].

      This does not explain how an MSH determines that a payload is an XML payload, and therefore it is not clear when the MSH needs to check the value of the property.
