      "Just to make sure I am reading the draft correctly:

      Section 2 - All non-normative

      Section 3 - 3.1 non-normative, 3.2 all non-normative, including subsections, 3.3 and 3.4 non-normative, following standard outlining. Yes?

      I ask because 3.5 HAVE Elements refes to Section 3.3 as though it is normative.
