      (Jacob Westfall) Value Lists: To harmonize the various emergency messaging standards, the next version of CAP should change value lists [documented in Notes to eventCode and parameter elements] to use valueListUrn instead of valueName. This should also benefit efforts to develop CAP Profiles/Layers.
