      The proposed namespace designation implies that EDXL is versioned rather than TEP. For consistency across the suite of EDXL standards and specifications and to maintain clarity on the versioning of TEP rather than EDXL, the namespace designation will be unchanged.

      Section 5 Conformance reads in part:

      c) if its namespace name is "urn:oasis:names:tc:emergency:edxl:tep:1.0", then its content (which includes the content of each of its descendants) meets all the additional mandatory requirements provided in the specific subsection of Section 4 corresponding to the element’s name.

      Note that urn:oasis:names:tc:emergency:edxl:tep:1.0, should be written as:

      urn:oasis:names:tc:emergency:edxl:1.0:tep in both clauses.
