      Suggest consistent header names, each element should have a 'Definition' or 'Description' (seems to be mostly in Note column) of the element, datatype and constraints (optional, mandatory, occurs min max) should have a header other than 'Definition' or Definition as used tables should be explained.

      Heading in Tables in Section 7 say: Name, Defintion, Note.
      Name is usually a full name, Definition seems to be mostly the datatype with some occurs defintion. Note seems to be the 'definition' of the element.
      Tables in other sections have different header for Defintion (Product Element, Specification in Section 4).
      Note in Section 4 (and possibly others) seem to contain some conformance rules. A notes alway non-normative/informative?
