      Create EMIX Naming and Design Rules section/document. This need not be part of the Spec proper, as it can evolve on its own outside of the spec updates, but for now it could be an Appendix. The purpose is to gather together in one place in the spec the rules used in creating EMIX so that a) EMIX schema and other artifacts can be validated (and eventually created) by tools, and b) EMIX conformance can be defined for future implementers.

      Could start out with naming conventions as in Naming Conventions section then add other rules as used in schema design/creation.

      This was raised by the NIEM conformance question in issue 340 but is needed regardless as a place for EMIX schema design to be clarified and to allow EMIX conformance to be defined.

      This should also help tremendously in bringing more immediate consistency to the schema.
