      Specification is intended for wide use, and the needs enough definition so readers from many perspectives know what is not in scope. Re-wrote section to spend less time not defining but defining Verification, while still stating it is out of scope.

      Unless the verification is in scope no judgements regarding verification processes and requirements should be made. This includes stating the complexity or changes to it.
