      It was worse than indiccated. Swapping paragraphs was not enough--Section was re-written. The editor is sorry about that gibberish.

      . Paragraph with the explanation (starting line 554) should be moved to line 548. Full requirements power is typed differently. Would add for example to the abc section so it is not limited to those three types of power purchases.
