      Do we need this?

      What's strange is that it is the only declaration at the beginning of the emix.xsd schema under the heading "<!-- 1.0 Core EMIX objects-->".

      There is no element, only annotation/appinfo:

      <!-- 1.0 Core EMIX objects-->
      −<xs:annotation>
      −<xs:appinfo source="http://schemas.opengis.net/gml/3.2.1/profiles/gmlsfProfile/2.0/gmlsfLevels.xsd">
      <gmlsf:ComplianceLevel>0</gmlsf:ComplianceLevel>

      </gmlsf:GMLProfileSchema>
      </xs:appinfo>
      </xs:annotation>
