      This explicitly states use of Web Services, and although in EITC meetings it is said that this does not entail that the implementation needs to be using Web Services, this is not explicitly stated in the draft. If Web Services are not used for the implementation can an implementer be compliant with the OASIS Standard? Is the OASIS spec concrete enough to dictate Web Services?
