This is a function of header content (or extension) for a particular transport protocol. The EI payloads are the information needed to make decisions. The ability to compose needed security is maintained by doing the various extensions in the headers (SOAP Headers in the wsdl examples). No action in the schemas and model.

The section on message headers (non-normative) was deleted from wd32. A paragraph on how composition is needed should be included in section 4 line 657

      Description

Need to add an attribute to the EICreatedXXX and EICanceledXXX payloads for the EIQuote and EIEvent services that can be used for non-repudiation. This attribute can contain a unique signature that can be used to validate that the VEN recived the Quote or Event information. Note that this is also required for compatibility to OpenADR 1.0.
