The TC believes that for the light, agile message model to support emergent behaviors, complex chains of optional behavior, perhaps embedding a single approach, should not be hidden inside seeming simple messages. Accordingly, the text indicates that if an Actor "wants" particular products or know products if warrants cannot be met, then it should interact with the market to achieve that outcome.
The indicated text does, however, take too long to say too little, and not precisely.
