Namespace corrections to XSLT and xml:base in examples

      There are some namespace typos, either in the URL of the namespace (e.g. missing # at the end) or using the wrong namespace (rdf vs. rdfs.)

      Also, the LegalRuleML instances that are converted to RDF need an xml:base attribute so that relative IRIs can be appropriately resolved in non-XML RDF syntaxes, such as N3.
