An OWL ontology be created for the purpose of defining concepts in the
http://docs.oasis-open.org/legalruleml/ns/v1.0/vocab
namespace.

It will be placed in the existing directory where the development of the OWL files for the metamodel has been started, but will be kept in a separate file dedicated to the "vocab" namespace.
A single file for the "vocab" namespace will be maintained, except if it become more convenient to modularize the "vocab" ontology.
