      Description

      ECF provides element cardinality in ECF provided constraint schema for NIEM elements. When establishing maxOccurs cardinality for elements in ECF provided constraint schema, the guiding principle has been to be 'overly-inclusive'. This is interpreted to mean to keep element maxOccurs cardinality as broad as reasonable (e.g., leave cardinality as 'unbounded' unless there is a 'darn' good reason to constrain it further).  

      In ECF 4.01 many elements may be overly constrained. Furthermore, the ECF 4.01 specification does not provide clear (or perhaps even contradictory) guidance for courts in establishing court-specific constraints, particularly regarding cardinality.
