Update NCIC codelists

      There is a known issue with the following NCIC code lists in NIEM 4.1 in which "0"s are represented as "O"s.:

      EYEColorSimpleType

      VMACodeSimpleType

      CountryCodeSimpleType

      VMOCodeSimpleType

      VSTCodeSimpleType.

       

      The issue was fixed in NIEM 4.2.

      Need to check other changes in NIEM 4.2 for backward compatibility.
