In WD03 The same picture appears both in in Section 4 (Figure 1) and 5,14 (this one doesn't have a figure number). It seems unnecessary to have it twice

I found it easier to understand what's going on in 5.14, as there is some context around it, whereas I found section 4 all a bit abstract as someone not familiar with NIST (and if I were familiar with NIST I would not need chapter 4 anyway since I understood it anyway).

I suggest deleting figure 1. You could then remove section 4 altogether (as it is already rather short), merging the material that it contained into 1.3.3 or into the example (as appropriate)
