In order to provide resilient global network control, an effective approach is to segregate the organization's data system control plane from the data delivery system. This enables system management processes to analyse control information from message content. It is recommended that the organization's global network QoS levels for the system control plane have a higher priority than the normal data delivery channel. This approach ensures that reconfiguration, partitioning or isolation of internal and external communications channels can be applied without hindrance from the data delivery system.
