Allow the server return an assigned clientid to the client.

If the connect packet contains a zero length client identifier and cleansession=1, the server will generate a unique client identifier for the client.

This proposal is to allow the connack to carry the client identifier back to the client so that the client knows its identity and to remove the restriction that cleansession=1.
