      Add a CONNACK Identifier/Value pair for "Server Keepalive" of type 2 byte integer.

      If the Server sends a Server Keepalive in the CONNACK packet, the Client SHOULD use this value instead of the Keepalive value the Client sent on the CONNECT. If the Server does not send the Server Keepalive, the Sever uses the Keepalive value set by the Cient.

      Non normative:
      The primary use of this is for the Server to inform the Client that the Server will disconnect the Client for inactivity sooner than the keepalive specified by the Client.

      Instead of the original content of this JIRA, substitute a request for the server to be able to send to the client the actual keepalive time it will implement in any case where this is not what the client requested.

      Add an Identifier/Value pair on CONNACK for this.
