WD07: Simplify String Pair Data Type

      Remove the variable length integer in the string pair data type as superfluous. The remaining fields will be the type indentifier, and two UTF-8 strings. Both strings have a length field.

      I propose the TC votes on this so it may be sent to the editors for inclusion in WD08.

      In WD07, We have introduced a new string pair data type which consists of a type identifier byte, a variable length integer 'length field' and two (counted) UTF-8 Strings. (See Line 765 in WD07). This type is used for user defined name-value pair meta-data fields.

      We agreed to this format in the TC meeting just prior to the WD07 closing.
      After WD07 was closed, , I've received several requests to remove the length field. In response to those requests I am proposing the remove of the length field in WD08
