3.1.2.11.3 Will Delay Interval - default value when absent?

Should there be a default (0) for an absent Will Delay Interval for consistency? While the "absent" case is addressed on lines 1136-1137, there is another reference on Line 1358 which only speaks to the case where the value is 0

"If the Will Delay Interval ... is 0 ..."
