Update to Figure 3-9 PUBLISH packet Variable Header non-normative example

This issue was originally reported in MQTT-417, but doesn't seem to be addressed in WD14.

The last table row should be converted in 2: 1 row that says Properties, formatted as the Packet Identifier row above, followed by the existing row for byte 8, but with renamed “No Properties” to “Property Length”
