      Make the tables consistent by removing the superscript numbers from the Flags table. There were not proper subscripts and seemed to hurt readability more than they helped.

      Lines 2416-2417 - For consistency, should RAP and NL be modeled as footnotes similar to the lines starting at 769 for the Flags table?
