      This issue was originally reported in MQTT-417, which doesn't seem to be applied in WD14.

          It is not clear what needs to be said here. If the server does not support retain, then the retain bit will always be 0 in the incoming message, and no message will ever be sent from a retained source.

          Thus the statements here are true regardless of whether or not the server supports retain.
