Properties are required for SUBACK and UNSUBACK

      Remove the statement in SUBACK and UNSUBACK about a short form (ending before the properties). This is not possible as the payload is required and comes after the properties.

      Regarding SUBACK,

      3.9.2.1.1 said "If the Remaining Length is less than 3, there is no
      Properties." while the Remaining Length must be at least 3 bytes,
      because of 2 bytes Packet Identifier and at least 1 byte payload.

      Contradiction ?
