Subscribe packet does not allow for registering an existing registered normal alias

      In the context of SUBSCRIBE, you cannot register via an already registered NORMAL alias, since the topicIdType meaning changes to topicName in the context of SUBSCRIBE. Should we allow for registered aliases to be used for SUBSCRIBE?
