      See screenshot for proposed solution. On investigation it became apparent that some shuffling of fields has meant only a fixed length version of this field is actually needed, therefore removing the variable length definition. Proposal included in WD20 for expedience.

      Description

      Further to feedback, it has become apparent that we should have a fixed length variant of the UTF-8 Encoded field to support fields where the length can be derived from the packet format & length
