      Duplicate the PUBLISH packet definition and have distinct versions for QoS -1 & 0 and QoS 1 & 2. The former will have no mention of PacketId

      The presense of PacketID in the PUBLISH is not required when publishing QoS -1 or QoS 0 messages. Omitting it as an optimisation in these cases would save 2 bytes per flight.
