      Do we release on PUBLISH or PUBREL?

      We agreed we must allow both behaviors as they are allowed in MQTT 3.1.1 and 5.0.

      The room was in favour of releasing the messages on PUBREL, so we will talk about that, not precluded the other, but allow both. Similar to the MQTT 5.0 approach.
