Advertise and GWINFO have different definitions of GwID

      In Advertise:

      _The GwId field is at least 1-byte identifier and uniquely identifies a gateway which is advertising itself in the network. _

      How can it be variable?

      In GWINFO:

      The GwId field is 1-byte long and uniquely identifies a Gateway in the network.

      In MQTT-SN 1.2 GwId is 2 bytes. Why aren't we sticking with that?
