      Relative URIs need a reference; it's already in the normative references. [RFC3986].

      URI Reference also should be cited at the first occurrence on line 245 [RFC3986] and at line 950 where it is italicized and apparently first defined.

      Line 952 is incorrect: a URI reference may be absolute or relative; text should read "...MUST be an absolute URI and NOT be a relative URI..." (Section 4.1 RFC3986). Explain on first use that "relative URI" is shorthand for "a relative URI reference" to improve understanding e.g. at line 196, as well as the scope of the relative URI reference and its base (apparently Line 188).

      This is especially important because this is in the non-normative Quick Start section so key terminology should be correctly explained
