oBIX 1.1 XSD (Core Schema) Needs Annotations

Create annotation tags in the type declarations to include items such as: Sample Values, Description, Reference to page numbers in the spec document, oBIX version that introduced corresponding type/element. Sample values should be declared in appinfo annotations in a way that is recognized by the OASIS Content Assembly Mechanism (CAM) toolkit.
