Because this is a separate specification on its own a detailed conformance clause is needed.
But this will not do:
"An implementation is compliant with this specification if it implements all MUST or REQUIRED level requirements."
1. "implementation" is not defined or characterized. Server? Request? both?
2. A reference to where are these MUST and REQUIRED found is needed, even if high level.
