Support instance annotations on errors in JSON

Today OData supports annotating properties, entries, or results with instance annotations, but does not support instance annotations on errors.

Services will commonly want to add additional information to errors, often with shared semantics defined through a vocabulary, which would be easily enabled by adding the ability to annotate an error instance.
