Major Section 15, "Vocabulary Terms" describes a value term as follows:
"A value term extends an existing instance with additional data. A value term is limited to a single field, however that field may be an entity type or a complex type."
In fact, a value term can be single field, or collection, but cannot reference an entity type (or collection of entity types).
Also, the wording could be improved.
